You don't understand that two different system here

US Consulate General in Guangzhou belong to Department of State, they aren't under CIS,so they can have different opinion on if your marriage is real one.with USCIS , usually they will hold your case up to one year
after refusing the immigration visa to wait you apply case to reopen, if you're sure they had return your case to USCIS for further investgation ,mean vo from DOS thought your case was based on fraud.
According to USCIS processing procedure, the cases were retured by DOS almost are put at the end of processing order, so you need to wait a long time.
I saw some cases had waited two years ,still no result.
If refile I-130,will be considered as a new case,probably will be faster than old one.
