Statement of Purpose: To provide interim relief for shortages in employment-based visas for aliens with extraordinary ability and advanced degrees and for nurses.

So those voted "Yes"(most are Republics), means they support provide interim relief (to increase employment based visa number). Those voted "No" (most are Democratics) means they are against providing relief. It's interesting to notes of the 2 New York senators, Schumer's voted "yes" while Clinton voted "No".
