Which is better I130 or I485

Can anyone please kindly help me with the decision:

I am going to get green card for my parents who are in China now. They have been in US before. I would like to know which way is better for them to get Green Card easier and faster. Do the Green Card while they get into US by visa (I485), or start doing I130 for them now? What is the average time for both I485 and I130?
