it seems that 2 examples are a little contradictory: 1st needs to obtain a waiver to file 485. 2nd one means that J people can file 485 if they file J waiver regardless of obtaining approval notice or not... confused. But per what I got these days, it is assured that J people can file 485 only they get approval notice. I did not ask whether J can file 485 with recommendation letter...
