Theoretically they get one case, they should open one case and issue an IO to process it, but I don’t think USCIS is that efficient, to them, one month is no difference. If 100 cases have the same RD, usually they divide those cases and issue each IO a small group of cases. Once the case go to an IO, he usually doesn’t care how early your RD is, most possible he just process as whatever sequence as he like. There are many factors affect your I-485 processing speed, the IO himself, FP, background check etc. For the cases of July, before Aug 17, that’s special situation. For the early July cases, they doesn’t know whether they should return them or not, for now they know there will be huge number of cases coming in, I believe they will put all those case as one group.
