The last day of concurrent filing

Here is what I understand. Please correct me if I am wrong. Please add comment. Thanks!
Based on the current VB, the last day of concurrent filing is:
1) If you got your Labor certificate before July 31st, your last day of concurrent filing is August 17th.
2) If your application does not need a Labor certificate, your last day of concurrent filing is July 31st.
