為什麽必須在八月一日之前file I140？

“8月份的移民排期也出來了，職業移民所有類別都沒有名額。但是，作為對本月移民排期事件的一個補償，移民局將接受所有於8月18日之前提交的I-485申請。但是請注意，你必須在8月1日前提交I-140申請。”

為什麽有這種說法呢？
