Look at the VB for June, that is a reasonable dates.
DOS makes all C to try to use up all visa numbers near the end of the year, since they waste many in the past each year. This is bad, causing the current situation.
Now all visa numbers are allocated, so it is U. When the new fiscal year starts, VB cut-off dates will become normal, as for about 10K for Chinese EB each year. You can imagine how slow the PD will move in the future. The July 485 file with the 2007 PD will wait,maybe, 5 years to get 485 approved.
One Indian article make good analysis -- Indian Eb3 will take 10 years, and a guy has to live on EAD and AP for 10 years. USCIS will make good money by renewing EAD and AP each year.
Depends on the PD. If the PD is old, of course, approval.
