It seems to me that there is no other choices but going out of America to apply H-1 visa.

H-1 is hardly rejected, so please don't be scared too much. Just prepare your materials as completely as possible and relax. You will get it.

By the way, if your major is in "sensitive list", be prepared to be checked for at least 1 month.
