您的institute or company 是 EB1b Sponsor. so your sponsor should be "outstanding" itself, you have to show it by yourself. at least more than 3 researchers in the institute can convince IO that it is a big enough pool for you, a big fish, or outstanding one...
second, how outstanding you are. you have to show that other big fishes in your institute believe you are the fish big enough in their school, then outside this pool, you are still known as outstanding. Independent is both good and bad for they know you less. You have to take the balance that the independent referees know you enough but still keep "neutral", no bias. But if you are real “big”-earth REN all know you- you may ignore anything just ask CIS, could you give me my GC tomorrow?!
