This person (Indian guy) filed I-140 with PD 5/21/05.

According to 2005 Sep Visa Bulletin, all EBs are current for India (just like 2007 Jun bulletin), so he filed 485 with RD 9/9/05.

PD is usually used to qualify a petitioner to sub-mit 485. Once 485 has been filed, that individual is no longer subject to PD any more.
