我能領養我哥的孩子嗎？

我哥的孩子出生２個月就查出大腦有問題，在中國, 做針灸和理療，孩子４個月時就滿頭紮滿了針，他的６個月基本上是在醫院度過的. 現在孩子8個月大，好多了, 醫生建議要保持治療。但不能保證沒有後遺症。現在孩子還小，還處於最佳治療時期, 我很想把他接到這邊治療, 希望他能成為一個正常的孩子. 我能領養他嗎？這樣沒有身份問題，也可以入我的健康保險。我本人是綠卡，老工是公民。沒有孩子.
