Direct Filing Rule for I-140 Filed by June 2007

If a I-140 case was filed to TSC before July 2007, whereas the service center to file petitions to according to the new Direct Filing rule is NSC, shall that I-140 be transferred to NSC to be processed after July 2007, or will it be kept at TSC? Thanks for your input!
