If that boss would like pay you the salary for H1 requirement, you can try. But stay your current university and keep your F1 until H1 approval. Thus even if H1 deny, you are still in F1 status. Don't quit now.

That H1 will not take quota, you can ask your boss to apply H1 with premium for you now. If he don't want to pay premium for you, you can try to pay it by yourself($1000), which only take two to three weeks.
