You are right, that 3 year 190,000 H1B have a lot of Chinese, thsi is the part I missed. But also not all F1 can move to H1B after they got 2 year master, so I do not worry those direct H1B holder. Maybe I am wrong.

To answer your first question, as you know most Chinese come here for Master, so I think 60% Chinese are above EB2, not EB3. 6/2003 on EB3 is just what they (CIS) think, not true.

Again, this is only my thought, could be wrong.
