This happens to some lucky people from time to time.
I've seen the other human errors which were in favor of the applicants.
It's not a surprise if you encount some human errors in the disadvantages of applicants, then you have to fight with CIS to correct the errors.
I believe CIS allocated/is approving cases based on June's VB.
His PD is Feb/2006 according to his 140 receipt date. However, the CIS employee could make these human errors:
1. PD on 140 receipt date was earlier than Jan/2006, due to typo, etc...when his case was entered to computer.
2. NIW was mistaken for EB1 when the data entry categorized his EB priority.
Anyway, this happens more than you expect.
