Can I file NIW to TSC now? urgent!!!!

My lawyer just told me that as of today, he can file NIW cases in TSC. I thought all the I140 need to be send to NSC. I am from Louisiana, is there anyone could tell me if my lawyer is right or wrong? Thanks.
