1. Backlog again? Very possibly. But it doesn't hurt PD eariler applicater too much. It will be new Backlog PD again. Later PD cannot be processed until their PD reach to the cut-off date. So they can only process Eairlier PD also.

2. For those later PD guys, they only want to EAD card and AP. So they can work and go back CHina freely. ALso, save some money.
