First, if no body in the family knows electrical, leave it to a pro. safety first.

If someone knows something, go to the distribution panel (配點箱), check both ends of the affected breakers. The electric from utility company comes in a think 200A cable called "rough in". It goes to distribution panel directly. Then separates into a dozen or so breakers. Each breaker has two ends. The rough in goes to the "IN" end. The other "OUT" end goes to the rooms (outlets, fixtures, furnace etc). Check both ends. If the IN end is hot and the out is not hot, the breaker is either bad needs replacement, or simply needs a reset (pull all the way to off then back to on to reset).

If both ends are not hot, the rough in has problem. But it is very unlikely since half of the house has electricity.

Again do not do if if you know nothing. The "In" end is still HOT even if the breaker is turned off.
