BEC was outcome of the low effiency of department of labor, which is nothing to do with CIS.
Indeed, CIS wasted a lot of visa number in last seven years. Especially in 2003, only 81727 EB visa number was issued because Labor Certification was almost shut down and FBI security check was tightened.
THerefore, the effort of reducing backlog in last months was the best performance of USCIS in last seven years.
