Depends on what type of evidence you did not provide, or evidence that have been provided are not sufficient, e.g.
Your evidence are not sufficient enough to prove your contribution is considered significant in your field(your cover letter is not explicitly narrated. Then the reviewer will consider that you lack of enough publications and citations, or not enough good recommendation letters, or lack of independent referees)
Your awards do not sufficently show that you are exceptional in your field (such as some insignificant awards in college)
lack of proof of employment record, like H1B.
