When your LC almost to get approval, the DOL stopped all the normal processing and decided to move all pending case to a centralized center to process. The following happened, they packed all pending case and shipped the new location, that took one year to complete. Then they start to hire more contractor to work on those cases, that took another year and more for them to completed the recruiting and training for new people to process those case. So before they start to process a real pending case, TWO years have passed. The victim for the Backlog Elimination Center(BEC) added two year or more waiting time on the oldeest LC application......
If USCIS also decides sometime making such center or special center for pending case.... You will know what is called "LUCKY".
