I don't agree with you. You didn't get my point. I agree the packages which delivered after 7/2 should be rejected, because USCIS has claimed the revision. The packages on 7/2 are special cases, because these packages were sent out before the VB was revised. Come back to the previous example, if the cinema claimed that they are going to cancel the following scenes of the shows, and you still go to buy tickets, you will not get any reimbursements.
