Wait ng for directly to TX after July 30 ? do you think it is

Since I am stupid to wait for my new apartment address to the application on July(EB1), I missed the good chance.
I found that the i-140 in my state may directly to TX after July 30.So I want to wait to directly to TX? do you think it is good idea?. But as 米蘭妮 said, my all recommendation letter are addressed to NSC? The write time is May?
I have same qestions:
If i file after july 30, do i have to get all the letters changed to TSC? that would suck.
