I don't quite agree with the analysis.
The VB is on a monthly not rolling basis. This gives people and lawyers time to plan for their filing. The VB would become useless if it's on a rolling basis. Imagine that DOS states visa will be available next month but the door could be shut anytime, in extreme case like this time, the 1st day of the month. If that's the case, why bother publish the VB?
In my opinion, this July 485 fiasco domonstrates the DOS/CIS's incompetency and disrespect of rule of law. If we let them get away with this, they could do whatever they want in the future which would make our lives miserable. They shall be held accountable for their reckless action. If lawsuit is the only way to achieve that, so be it.
