Baitu or pjang daxia, how to understand the info released by USC

Hi, Daxia,

Does the info released by USCIS (Please see the following link) mean that there will be no 485 permitted from now on until Oct 1 2007? Will my case continue to be stuck in NSC even though NC and 2nd FP were all done for several months.
