Rescinding OPT application.

I have forwarded my OPT application for Graduation by Spring semester (request EAD start July 2004), so far I did not recieve the receipt from CIS yet.

Now I want to change my completion date into Summer semester and postpone my OPT accordingly. Does anyone know how to cancel my first OPT application, and how long do I have to wait to reapply? Thanks a lot
