If PRC (non-Hong Kong) passport and without USA GC, you will need invitation from Taiwan sponsor,(= the business partner in Taiwan) to sponsor you before you can apply Taiwan's visa in USA.

You won't be able to get US visa in Taiwan with your PRC passport and no Taiwan resident ID, AIT will ask you to get visa in your home country.
