It depends on your position

In approving H-1, INS looks at the prevailing wage for the position offered by the company. Technically, if the prevailing wage for your position is around $ 23000, it should be OK. However, remember H-1 is for people with high education (at least college degree). I am not aware of any position at requires a college degree with a prevailing wage of only 23000. (I know that a the prevailing wage for a staff accountant position, which is good for H-1B, is around 30000).
