Most passport pages have passport # and other numbers on the page. Easy to tell the difference from another passport.
CIS does not ask for notarized documents of any copies because the baseline is that they don't believe you have a purpose of faking everything. They assume that all pages you copy should come from same passport. Those fake cases will receive severe punishment. You take the risk.
