再問485表上問是否申請過PERMANENT RESIDENT STATUS BEFORE

I applied for 140 before and it was denied, I never filed 485 before, I think I should say yes, but the lawyers assistant say I should say no. because filing 140 does not mean I applied for permanent resident.

anybody has a definite answer on this?
