I have got exactly the same message and it is for REF. After I explained that what they asked is arleady in the original package and re-send again, it is approved. I was using premium processing. I think they can not finish on time so they sent me a letter to REF so they do not need pay me back my $1000. Anyway, I got approved in one month. I think it is the money well spent. Good luck
