How can I register a company if I don't have GC

Dear Friends

I just read this artical about: Everybody can open a business in USA even if you don't have Green Card.

I am living in USA now, I have F2 visa, can I register a company and do business in USA. How to do it, is there any company I can contact to and get help from them?
