Communication problem ?

I think the international student advisor should know well about how to help you to transfer from H4 to F1. It sounds like she doesn't know or you don't have the evidence to show you will have scholarship. The easiest way is to show her the offer letter from your department or have your department to write some simple letter to show they are willing to offer you the scholarship.

Without this evidence, how can she know you will get the scholarship ? That's why you are requested to incorprated a financial support for your petition.

If you talk to other students, try to understand the detial procedures they went through. Go back to talk to your international student advisor again after you know what's going on. This is the only way you can get your F1 transferred.
