How many TD shots for I-693 ?

I had one TD shot in my PCP in 2005. Today, the medical exam. doctor for I-693 said that USCIS needs three shots. I think the medical exam. doctor for I-693 may want to earn more money. Does everyone have 3 TD shots for I-693?
