XBT: J-1 waiver, difficult question

This is for a friend.

Due to the 2-year-home service requirement, the J-1 holder went back to China and planned to work there for 2 years and come back. His wife and kid are still here in US. His wife is holding a F1 visa and is a post-doc using OPT. The tragedy is that the J-1 holder had a disease and died last month in China.

My question is: does the wife, once was J-2 and now is an F1, need to have the 2-y-requirement waivered? if so, how could she do that? Go back to China?

As I understand, the OPT is only for one year. If the 2-y-h-s is still applied, she can not apply for an H-1 visa.
