I was H4 in TX... and paid in-state-tuituion. I recall that school admission officer gave me a check list of what I should bring to them as proof of my residency: for example, appartment lease contract with my name on it showing that i've been in TX for a year... hard to recall what else. But I am sure you should talk with your admission officer and ask him/her about it. They will tell you details. BTW, no SSN necessary!
