Here is my experience:

Although it is required that all I-485 send to NSC, NSC will redistribute to different centers. In my case, my I-140 was approved in TSC, I sent my I-485 to NSC, and received receipts from TSC. So that's for sure finally your files will go to TSC.

As several friends in this forum claimed that they sent their cases to TSC, they were accepted.

So, I believe that "485 can still be sent to TSC if your 140 was processed over there" is true.
