I think the best way is for her hu*****and to find a H-1 job as soon as possible using premium processing. By entering this country, her hu*****and could stay and may have fingerprinting done. As fat as I know, FP notice is valid for about three months, so it is still possible to make it. Even if her hu*****and miss the deadline for FP, and he arrive before the I-485 decision is made, he can change his family's status to H-4 for legal stay. Of course, it stll has slim chance of getting I-485 approved if he have FP done if officer don't ask J-1 waiver, employment letter and possibly status gap between I-140 pending and submission of I-485. I know TSC do not issue I-485 RFE ofetn (at least for my cases), but NSC may issue RFE. However, I should emphasize that if her hu*****and can not pet FP done, their cases may be denied very soon. As far as waiver, her huabsna may satisfy the two-year home requirement if he has already stayed in China for two years.
In short, find a job (her hu*****and) to come this country as soon as possible before the I-485 decision.
I don't know how your friend and her daughter maintain their status, just waiting for I-485 as adjustmnet of status (AOS statua)? If they are in AOS status, that is legal status. If possible, your friend may find a job and change her status into H-1, her daugher into H-4. I am not a lawyer and I am not sure if she can do that because she is in AOS status, but I think she can try it. Without any action, their future is bleak.
Good luck and give them comfort! May God bless them. bless
