PERM需多久才可以批

My LC was filled on 5/17/2007. Attorney said “it will take 3 months as minimum”. I am little bit confused about this.
1) Does the LC application has to be filled as PERM now?
2) How long usually it will take to get it approved? Minimum 3 months?
