Theoretically, they don't have to wait. They may call to make an appointment right now, which will be nearly a month later anyway.

You should submit new supporting materials, like paycheck, bank statement, etc., with more recent copies. And of course, whatever you think could be useful but wasn't in their last application.

You should prepare the new application according to VO's comments, if he ever made one.

But again, I heard of a case that VO said the visiting parents didn't submit enough evidence to prove they'd come back. And when they went again to bring all the evidence in the world, the VO simply threw the package out without even taking a look and rejected.
