Part 3 is for the beneficiary of the ORIGINAL petition, not this I-824 form.
1. If you apply I485 in US, and your spouse and/or child(ren) follow to join at Guangzhou, part 3 is for yourself, not for your spouse or child back in China;

2. If you are a US citizen and apply I130 for your parents or your spouse, and they decide to apply GC at Guangzhou, part 3 is for your parent or spouse or child back in China

3. If you have EB 140 and decide to process GC by CP, then part 3 is still for yourself.

However, I believe you will be fine even you fill out the forms wrong and consulate would understand.
