It's not July yet.
After July 1st, there bounds to be some EB3 I485 approval for those who filed 485 months or years ago.

The lawyer might mean if file EB3 I-485 in July, it won't get approval before PD retrogresses again. So it really depends on how many months the PD will keep open. As usual, there will be some lucky ones that files EB3 I-485 in July and their I-140 (filed months ago) happen to at the right timing being approved in July, so the officer will also approve both I-140 and I485 at the same time, if both applications are on his desk in July. Those are lucky cases.
