I-485 interview: transfer to USCIS-NBC, is it normal?

Hello, I filed I-140/485 on Sep 28, 2005 and received a "transfer notice" from USCIS yesterday. It shows: "Preliminary proceeding of the above application or petition has been completed, and it has been transferred to the INS office at USCIS-NBC, PO BOX 648005, Lee's Summit, MO 64064".
Questions:
1. I am in EB2,Taxes center. I-140 was approved in one month. I moved to SC after 1 year. Do you think it is normal to get an I-148 interview?
2. Why my case was not transferred to local office instead of NBC? Did USCIS make a mistake?
