it would be the best if your previous employer wouldn't withdraw the approved 140.
however, if the 1st 140 is withdrawn, some USCIS employ wouldn't carry over your 1st PD even if you have 2 approved 140. It happened to some people before.
According to the memo, if 140 is not withdrawn because of frauld or misrepresentation, you can always port the 1st PD.
By this account, green card and citizenship could all be withdrawn if there is flaud.
