請問小白兔等高手

my 140 approved and 485 is pending, my child( custody is my ex-hu*****and) is in China, 16 yrs old
1. should I file 824 form or 130 for my child?
2. can I file 824 or 130 right away or need to wait after I get my own Green Card or US citizen?
