Do I need to file premium processing for I-140?

Here is my situation.
I-140 receipt date: november, 2006, still pending
Want to I-485 in july

Here is the suggestion from my lawyer:
"We strongly recommend that we obtain your I-140 approval before filing
your I-485, as the USCIS has had a bad history of rejecting I-485 cases
if the I-140 was not approved first. You may wish to speak with your HR
about upgrading your I-140 case to Premium Processing to expedite the
I-140 processing, so that we can begin preparing your I-485 case
sooner."

I talked with HR. HR said that it is OK to upgrade to premium. But I need to pay the application fee ($1200 including lawer fee, it's a lot of money for me :)). Do I need to upgrade? Any suggestion from you guys?
