called TSC "case under review" Any similar experience or ideas

Just called TSC (NC finalized 3.5 months ago, NIW/2004) and was told "case under review". I asked what that means
Replied: "waiting to assign to an officer". Anyone has similar experience and how long does it take to finish the "case under review"?
Actually, I got the same reply of "case under review" about half a year ago even before my NC was not finalized.
