LC base 批準移民的前提是：必須存在一個真實的永久性職位offer,雖然AC21對此做了變通，不一定是要保持到485批準，但是
至少遞交485時必須存在。很明顯，六個月都保持不了的offer肯定不能解釋為是“永久性的”，隻能被解釋為fraud
