Name checks are performed separately and independently for the main applicant and the derivative beneficiaries.
Since the name check information is provided by the Chinese government, I doubt that there is any difference of "weight" between the main and derivative applicants. FBI simply review the information collected and decide whether to pass or fail the name check.
If the name check for the main applicant is cleared, the green card will be issued to the main applicant, and to the derivative applicants until their name checks are cleared. If it is the opposite way (main applicant is stuck at name check), even the derivative applicants are cleared with name checks, they will still need to wait for the main applicant to be cleared to get the green cards.
